To be honest, I would have no clue what these white things are.
Are they part of a toothbrush, are it bristles? It would be a mystery for me.

Spoiler: the extra shows another view of the same.
It appears to be an Eupatorium cannabinum, or holy rope
(in German Gewöhnliche Wasserdost - in Dutch Koninginnekruid).
The blossoms are tiny, 2-3 millimetres. The "bristles" are really small.
